NEW DELHI – The Election Commission of India (ECI) is leveraging its BLO App in a significant nationwide push to digitize electoral rolls and enhance their accuracy. Booth Level Officers (BLOs) across the country are using the mobile application to conduct door-to-door verification, update voter details, and link Aadhaar numbers with voter IDs, marking a major step toward creating a cleaner and more transparent voter list ahead of upcoming elections.
This digital-first approach is central to the ECI’s Special Summary Revision (SSR) of electoral rolls. The BLO App, designed exclusively for Booth Level Officers, serves as a comprehensive tool to capture and update voter information in real time. By using the app, officers can digitally submit forms, capture updated photographs of electors, and geo-tag polling stations, streamlining a process that was previously paper-intensive and prone to errors.
An official from the Election Commission emphasized the app’s role in improving efficiency. “The BLO App is a game-changer for electoral roll management,” the official stated. “It empowers our officers on the ground to verify data with greater precision and speed, which is crucial for maintaining the health of our democracy’s foundation — the voter list.” The goal is to create a single, unified electoral roll that is free of errors and duplications.
One of the key features being implemented through the app is the use of advanced technology to identify and remove duplicate entries. By digitizing voter photographs and data, the ECI can employ sophisticated algorithms and, in some cases, AI-based facial recognition to flag potential duplicates, which are then physically verified by BLOs. This technological intervention is critical in eliminating “ghost” voters and ensuring the principle of “one person, one vote.”
While the initiative has been praised for its forward-thinking approach, the large-scale implementation has presented some operational challenges. BLOs in various regions have reported facing technical glitches, server connectivity issues, and a steep learning curve with the application. These issues have occasionally slowed the verification process, prompting calls for improved technical support and more robust app performance.
In response to these challenges, the Election Commission is actively working to resolve technical issues and provide continuous training to its officers. The commission remains committed to its timeline for the Special Summary Revision, stressing the importance of the BLO App in achieving its goal. The successful digitization and purification of the electoral rolls are seen as a vital step in strengthening the integrity of the electoral process across India.
